초록

This paper examines the conflicts and competitions of South Korean urban planning through the process of the Suwon urban plan in the 1960s. Two competing plans submitted for the Suwon urban development -the Donghwa Engineering Group's proposal and the Housing, Urban and Regional Planning Institute’s (HURPI) alternative plan- reveal opposite orientations toward ‘modern’ Korean cities. While Donghwa's plan emphasized spatial expansion and low-density development, HURPI proposed high-density urban restructuring to reduce costs and preserve agricultural land. These competing visions reflected broader struggles between old and new generations within Korea's evolving urban planning framework. Another important factor in the direction of Suwon urban plan was the change in the city's strategy following the construction of the Seoul-Pusan Expressway. HURPI's plan was abandoned due to opposition from the old elites who dominated the Central Urban Planning Committee and the changing conditions of urban plan in Suwon. Thus, it was the realities of power dynamics rather than ‘rational’ planning theory that determined the trajectory of Suwon's urban development.
