The skill grade system in the construction industry was introduced to address a decline in the active workforce, caused by an aging labor force and insufficient new recruits. This shortage has led to an imbalance in the supply and distribution of skilled labor across construction sites. The system was designed to stabilize job prospects and improve employment opportunities for workers. A key factor in managing skill grades is the average number of working days per year, which varies based on on-site experience, education, training, qualifications, and certifications. The system covers sixty occupations, each with its own standard for working days. However, the database includes inactive workers with fewer working days, which can skew the overall average. To refine these standards, surveys were conducted to gather workers' opinions on actual working days in each occupation. Additionally, data from the Korea Meteorological Administration was analyzed. These findings led to the establishment of more realistic reference days for each occupation, which were incorporated into the skill grade system. The revised standards were then validated through graphical simulations, assessing both current and projected skill grade distributions over the next five and ten years. This approach ensures the system remains effective in addressing the labor shortages and evolving workforce dynamics in the construction industry.
