초록
The Korean media entered a state of complete subjugation under the Yushin dictatorship, as a hundred journalists who resisted oppression of the media were taken to the streets. However, in the late 1970s, the Yushin regime faced internal and external contradictions and revealed its limitations, and young journalists who were ashamed of the subjugation of the media in some media outlets began to gesture again to resist the Yushin regime's oppression of the media. While protesting against biased reporting, the management's unreasonable personnel measures were resisted, resulting in a small result of inaction. Such a small achievement was valuable in a situation where the Yushin regime revealed terminal symptoms. At the end of the Yushin regime, Journalists Association of Korea(JAK), a media organization that represents journalists, also struggled to awaken from a long period of hibernation. A new chairman was elected and an attempt was made to organize resistance within each media company. However, this attempt was thwarted by the Yushin regime. Eventually, the reorganization of JAK could only be attempted in earnest after the Yushin regime collapsed. It is not that JAK did not engage in activities related to the restoration of press freedom after the Yushin regime was overthrown. A case in point is that Sun Woo-hwi's Japanese press conference misled the reality of Korea and the Korean media community. However, he only focused on protecting the material rights and interests of JAK members, and did little to restore press freedom in the new era. Eventually, JAK's restoration of press freedom began in earnest only after a new executive department was formed in March 1980, led by Hapdong News Agency’s Journalist Kim Tae-hong. While promoting the restoration of press freedom through public hearings and lectures, it was intended to synthesize various opinions from it and prepare five proposals related to the media to reflect them in the newly revised constitution. In particular, in the process of adding the independent provisions for the right to edit and organize to the new constitution, it suffered ups and downs, such as refuting Rep. Nam Jae-hee, who tried to exclude them, but in the end, the National Assembly Constitutional Amendment Committee finally decided to add an independent provision for the right to edit and organize. However, despite the above efforts of the Kim Tae-hong administration, it was too short to increase the cohesion of journalists. The deterioration of the political situation, that is, the situation of a full-scale coup and extortion of the new military government, not only frustrated the efforts of the Kim Tae-hong administration, but also led to the collapse of the Kim Tae-hong administration. However, the efforts and spirit of the Kim Tae-hong administration regarding the restoration of press freedom were linked to the late 1980s, and it played a major role in the active development of the press democratization movement and the press labor movement inside and outside the media.
