Basic research on ways to implement regional-based Korean culture and language education policies for students from immigrant backgrounds: Focusing on Gimpo City, Gyeonggi Province

초록

The purpose of this study is to conduct foundational research, utilizing relevant experts based in the region, to identify the needs of the field and propose the direction of programs for implementing Korean culture and language education policies targeting students with migration backgrounds, focusing on Gimpo City, Gyeonggi Province. In addition to the foundational research, the study conducted monitoring during the implementation of the educational program, expert consultations, and surveys on student satisfaction to conduct a comprehensive study on the overall operation of the program. As a result of an analysis of prior research, five educational areas were proposed: “language education, career planning, academic learning, cultural adaptation, and psychological and emotional well-being.” Through surveys and interviews conducted with immigrant background students, parents, teachers, and local institution officials residing in Gimpo City, Gyeonggi Province, it was found that teachers expressed high demand for academic learning and language (Korean) education, while parents did so for careereducation and language (Korean) education. Based on this foundational research, we implemented programs targeting migrant background students in Gimpo, including “Language (Korean) Education,” “Cultural Experience Education,” and “Bilingual Mathematics Classroom.” The results showed that weekend experiential activities utilizing local resources were well-received due to the possibility of family participation. In the mathematics class led by bilingual instructors, students actively interacted with teachers, which was particularly noteworthy. Although participating students expressed a desire to continue in the program the following year, the program was operated on a temporary basis, and no alternative transportation solutions were established for students, making it difficult to expand educational opportunities to more students. This limitation presents an ongoing challenge to address in future educational policies targeting students with migration backgrounds.
