초록
This study proposes a prototype system that automates key steps in civilian access control for the Civilian Control Zone (CCZ) near the Demilitarized Zone. Current procedures rely on manual verification of resident registration certificates and land registers, causing heavy workload, inconsistent decisions, and limited traceability. To address this, the system uses a Tesseract-based OCR pipeline to extract and match resident registration numbers and combines the results with risk–time governance. Access requests for tourism, grave visits, and farming are evaluated through a context-aware access control model integrating risk lists, administrator-defined time windows, and document-matching outcomes. Automatically approved requests receive QR-based access passes. A Python/Gradio web prototype demonstrates the feasibility of semi-automated judgment and structured data management for the digital transformation of CCZ access operations.
